Have you ever changed your driving habits because you saw a “Baby on Board” sign?

I am starting to see an increase of bumper stickers and those suction cup signs that say “Baby on Board” or “Child in Car” or even the license plate frame I saw today- “CAUTION: Grandchildren Inside Car”

Do people who use these signs really think that people are going to drive more carefully because your child is near by? And are they suggesting that its OK for me to drive any way I want to at all other times except for when I am near your car?
